Just four months after declaring independence, Kosovo’s constitution came into effect on June 15, 2008, defining Kosovo as an independent, sovereign, democratic, unique, and indivisible state.
The Republic of Kosovo is a secular state, a multi-ethnic society composed of Albanians and other communities, as stated in the Constitution. Its enactment marked the beginning of the implementation of the plan by former United Nations chief negotiator, Martti Ahtisaari.
The enforcement of Kosovo’s Constitution signifies the start of a new era of political developments.
The Constitution took effect 120 days after the declaration of independence. During this short period, Kosovo’s institutions managed to prepare and approve 40 laws derived from the Ahtisaari Package.
The enforcement of the Constitution was opposed by Serbian representatives who did not agree with Kosovo’s declaration of independence, which has been recognized by over 115 countries worldwide.
