Civil society organizations have addressed a letter to parliamentary parties, their leaders, and members of the Assembly of Kosovo regarding the issue of the presidency, stating that “consensus on the election of the President guarantees institutional stability.”
In their letter, these organizations also emphasized that any further delay in the full formation of institutions undermines the democratic functioning of institutions, economic development, and citizens’ trust in the political system, reports Express.
“Consensus on the election of the President is essential for institutional stability. Repeated early elections should not be considered a tool to guarantee the functioning of institutions; on the contrary, they increase uncertainty and harm institutional continuity,” the letter states.
Furthermore, civil society calls on parliamentary parties to engage seriously and responsibly in constructive inter-party dialogue, prioritize citizens’ interests over party calculations, and contribute to reaching an agreement that ensures full institutional functionality.

Consensus on the Election of the President Guarantees Institutional Stability
We, the undersigned civil society organizations, assessing the current political developments, consider that there is a real risk that the country may again face early elections due to the lack of a political agreement on the election of the President.
Given that the country has already experienced a prolonged period without full institutional stability, any further delay in the complete formation of institutions undermines the democratic functioning of institutions, economic development, and citizens’ trust in the political system.
Consensus on the election of the President is essential for institutional stability. Repeated early elections should not be considered a tool to guarantee the functioning of institutions; on the contrary, they increase uncertainty and harm institutional continuity. A President elected by consensus offers stability, ensures the normal functioning of powers, and increases citizens’ trust in state institutions.
Therefore, we call on all parliamentary parties to:
– Engage seriously and responsibly in constructive inter-party dialogue,
– Prioritize citizens’ interests over party calculations,
– Contribute to reaching an agreement that ensures full institutional functionality.
Civil society considers institutional stability a public interest and a shared political responsibility. Any failure to reach a solution within the remaining timeframe will be considered a failure of political will to guarantee stability and democratic functionality.
