Acting Minister for Communities and Return, Nenad Rashiq, told Telegrafi about his involvement as an injured party in the case against Fatmir Sheholli, who is being accused by the Special Prosecution Office of espionage and blackmail.
Rashiq stated that in July 2025, some of his associates were contacted by a person who introduced himself as a member of Serbia’s Security Intelligence Agency (BIA).
According to him, the associates were asked to travel to Belgrade for a meeting, while otherwise they were given threatening warnings.
“This happened on 24 July last year. One day, in the afternoon, somewhere around five or six o’clock, some of my ministry associates received calls from a number from Serbia. I am paraphrasing what they were told: ‘I am from the BIA, we are calling you for your own good so that you come and talk to us, because otherwise it will be bad for you,’” Rashiq recounted what his associates were told, Telegrafi reports.
He stated that there were six of his associates, who subsequently informed him about the calls.
“I told them that no one was allowed to go to Serbia, and especially to go and meet with them. I told them there was absolutely no chance,” Rashiq said.
According to him, the phone calls did not end there. One day before the scheduled travel date, the individuals were contacted again and asked whether they would go to Belgrade.
After they did not receive a response, according to Rashiq, several video recordings were sent to them that were allegedly compromising.
“They showed me those recordings and I told them: ‘Absolutely do not respond,’ because they could be fake, manipulated or edited,” he said.

Rashiq said that these materials were subsequently published by the “Pa Rrotulla” portal, around 20 to 30 days after the events.
He stated that he reported the case to the Police in the first days, emphasizing that he sees a connection between the threats against his associates and the materials that were later published.
“Therefore, I believe that there is a connection and that we have been harmed by this,” Rashiq told Telegrafi.
In his statement given to the police, Rashiq also mentioned the nickname “Panta”, by which, according to him, the person who had called his associates had introduced himself.
Rashiq stressed that such cases are not new and that periods before elections have been accompanied by cyberattacks, attempts to recruit associates and threats.
“I repeat, this is not the first time. Especially when elections approach, every such process is accompanied not only by attacks of this form and attempts to recruit or take our associates, but also by threats against various individuals, my family members, the family members of my associates and the associates themselves,” Rashiq said.

He described this as ongoing activity which, according to him, has continued for years.
“It is an entire system that continuously deals directly with us and conducts a kind of special warfare against us. This has been going on for many years. As far as I remember, perhaps for 12 years, and I have continuously been their target,” Rashiq said.
In the indictment filed by the Special Prosecution against Fatmir Sheholli, according to the published case file, audio materials and transcripts of conversations involving officials of the Ministry for Communities and Return are mentioned, which, according to the Prosecution’s allegations, Sheholli received on 26 September 2025 in North Mitrovica.
The Prosecution alleges that these materials were subsequently handed over to journalist Milaim Zeka with the aim of having them published before the local elections.
Rashiq stated that he had no direct contact with Sheholli, while regarding Bojan Dimić, whom the Prosecution identifies as a senior BIA official, he said that he knows him only as a figure whom he had known before the war.

Rashiq said that, if summoned by the court, he is ready to testify in the case.
“Absolutely. Not only me, but also my associates. In this case, I personally was not contacted directly, but my associates were. After all, I was the first to report the case,” Rashiq added.
The Special Prosecution has filed an indictment against Sheholli for the criminal offences of “Espionage” and “Blackmail.” According to the indictment, Sheholli is suspected of having acted in coordination with the Serbian BIA and, among other things, of collecting and transmitting information and materials related to political developments and Kosovo’s institutions.
The first court hearing against Fatmir Sheholli has been scheduled for 7 September, when the judicial examination of the case is expected to begin.
