Tiana Vićentijević, a defence witness in the trial over the attack on the Ibër-Lepenc canal, told the court that she saw her uncle, Jovan Vićentijević, on the evening in question shortly before he left for work at the Gazivoda water treatment facility.
According to Ekonomia Online, the witness said Jovan had come to Zubin Potok to bring eggs from the village. After spending approximately 10 to 15 minutes with relatives over tea, he left to prepare for his shift.
Responding to questions from Miloš Delović, lawyer for defendant Dragiša Vićentijević, Tiana said she clearly remembered the encounter.
“Yes, I remember seeing Jovan that day because he was preparing to go to work. In the afternoon, he comes home to his apartment to get ready for his shift. That day, he came to Zubin Potok and brought us eggs from the village. As I usually do, I invited him to visit us. He said he would go and get ready and that he would have time to visit us the following day. We talked for 10 to 15 minutes over tea, and then he left for work,” she testified.
The witness also provided details about the timing of his visit and departure, saying Jovan arrived at around 6:10 p.m. and later went to work with a colleague who had been waiting for him.
“When we were drinking tea, it was close to 7 p.m. His shift starts at 8 p.m., and his workplace is at the Gazivoda water supply facility. He went with his colleague, who was waiting for him, and they went to work together,” she said.
Asked why she remembered the date so clearly, Tiana said the arrests of her uncles, Dragiša and Jovan, took place one or two days after the meeting.
“I remember that day, and there is no way I could forget it, because one or two days later my uncle Dragiša was arrested, and then my uncle Jovan was arrested as well,” she said.
Tiana Vićentijević is a relative of Jovan and Dragiša Vićentijević, brothers who are among those charged in connection with the November 2024 attack on the Ibër-Lepenc canal.
Charges Over the November 2024 Explosion
Kosovo’s Special Prosecution Office, following an investigation conducted in cooperation with the Kosovo Police’s Counter-Terrorism Directorate and European partners, has indicted Jovan Vićentijević, Dragiša Vićentijević and Igor Dimović.
The defendants face charges related to endangering the constitutional order by destroying or damaging public infrastructure, in connection with the commission of a terrorist act. The indictment also includes allegations of illegal possession of weapons and espionage.
According to the indictment, on November 29, 2024, in the village of Varagë in the municipality of Zubin Potok, the defendants and several unidentified individuals allegedly placed approximately 20 kilograms of trinitrotoluene (TNT) inside the Ibër-Lepenc canal following a prior agreement.
Prosecutors allege that the explosive device was detonated using a bag attached by a rope to a concrete pillar. The blast severely damaged the canal’s concrete structure, disrupted drinking-water supplies and threatened electricity production. The damage to the Ibër-Lepenc enterprise was estimated at €376,774.70.
Jovan Vićentijević is also charged with espionage, while Dimović faces an allegation of illegal weapons possession.
According to the indictment, Jovan Vićentijević had allegedly been recruited by Serbia’s Military Intelligence Service and held the rank of colonel. Prosecutors allege that he collected information and classified documents intended for use in unlawful activities in Kosovo.
The allegations remain subject to judicial proceedings, and the defendants are presumed innocent unless and until proven guilty by a final court judgment.
