Knut Abraham Calls for a New Approach to Kosovo-Serbia Dialogue, Alleges Serbia’s State Involvement in “Ibër-Lepenc” Attack

Knut Abraham, a German Bundestag MP, has strongly criticized the 11-year-long Kosovo-Serbia dialogue facilitated by the EU, labeling it ineffective and proposing a radical shift. He suggests halting the current process and replacing it with two separate dialogues — one with Kosovo and another with Serbia.

“This new dialogue should focus on each country’s EU integration, merit-based progress, and achieving tangible results within the coming years,” Abraham stated in an interview with Klan Kosovo.

Regarding the creation of the Association of Serbian Municipalities, Abraham emphasized that this initiative should originate from the Serbian community in Kosovo rather than being imposed by state officials.

Allegations of Serbia’s State-Backed Terrorism

Abraham condemned the recent attack on the “Ibër-Lepenc” main water channel, which he linked to potential state actors. The attack, involving 20 kilograms of explosives, posed a significant threat to Kosovo’s energy production and water supply, potentially affecting up to 40% of the population.

“Given Serbia’s involvement in the Banjska attack in September 2023, it wouldn’t be surprising if Serbia were behind this as well,” he noted. Abraham also pointed to the close ties between Russia and Serbia, suggesting that Russian involvement cannot be ruled out.

The German MP described the act as state-sponsored terrorism, akin to Russian tactics in Ukraine. “The EU rightly condemned this as a terrorist attack,” he said, urging Kosovo to accelerate its path toward international mechanisms, particularly membership in the Council of Europe.

A Call for a Fresh Approach

Abraham underscored the necessity for the EU to reassess its strategy, urging its leadership to abandon the “false dialogue” and initiate bilateral talks with Kosovo and Serbia independently.

“This stalemate in dialogue offers an opportunity for the EU’s new leadership to take decisive action,” he concluded.
