Although the tender for selecting the economic operator responsible for transporting diplomatic shipments, specifically electoral materials to all diplomatic missions, has not yet been concluded, the Central Election Commission (CEC) has initiated a parallel process to select a new operator for postal deliveries.
Express reports that the CEC Procurement Office has already requested new offers.
Even though the elections are just two weeks away, the “mess” created by the CEC in the diaspora voting process seems to be growing, with no resolution in sight.
On January 17, 2025, the CEC had announced the economic operator “A.L DUSHI” as the “responsible” operator for transporting electoral materials to diplomatic missions and vice versa, despite the fact that their offer was nearly twice as high as the first operator.
The contract with the operator “A.L. DUSHI” was terminated by the Ministry of Foreign Affairs on December 24, 2024, following a scandal involving the loss of more than 400 passports of citizens and over 100 official diplomatic documents of the Republic of Kosovo.
For the same operator, the Ministry of Foreign Affairs had requested its inclusion in a blacklist, barring it from participating in any public tender for one year.
This scandal reportedly did not prevent the CEC from declaring “A.L. DUSHI” the winner, despite its offer being twice as high as the first operator’s bid.
After an appeal by the operator with the lower bid, the CEC decided on January 23, 2025, to suspend the process until further notice.
