Donald Trump has not ruled out sending peacekeeping troops to Ukraine, said the U.S. president’s envoy for peace on Monday.

“It has always been the policy to not take any options off the table,” General Keith Kellogg told reporters after meeting with NATO’s European allies in Brussels.

Kellogg’s remarks serve as reassurance for European leaders who are concerned they might bear the entire burden of overseeing any ceasefire negotiated between Trump and Putin.

Leaders from the UK, France, and Germany clashed over sending troops to Ukraine during urgent talks in Paris to formulate a response to President Trump’s decision to initiate peace talks with Vladimir Putin.

General Kellogg separately informed the North Atlantic Council, NATO’s political decision-making body, as part of a broader effort to involve European countries in the process.

In an attempt to counter concerns that Ukraine would be forced to accept an unsatisfactory agreement, Trump’s envoy said: “He [Volodymyr Zelensky] will, and the people of Ukraine will accept that call.”
