The Government of Kosovo held its regular meeting today, where several decisions were made, as reported by Rks News. Here are the key decisions:
- Approval of the Framework Agreement for Cooperation in Defense: The Government approved the initiative for the Framework Agreement between the Republic of Kosovo, represented by the Ministry of Defense, and the United States of America, represented by the Department of Defense. This agreement focuses on advancing cooperation in defense, including defense planning, strategic stability, and building military strategic capabilities.
- Appointment of the Ad Hoc Commission for Professional Evaluation for the Position of Chief Health Inspector: The commission was appointed with the following members:
- Dr. Naim Bardiqi, Secretary General of the Ministry of Health, Chairperson
- Dr. Ardita Baraku, Executive Director at IKShPKS, Member
- Avni Kastrati, Executive Director of the Kosovo Agency for Statistics, Member
- Haki Smajli, Head of Human Resources Division at the Ministry of Health, Member

- Approval of the Regulation for the Organization and Functioning of the Office for Public Property Administration in the Prime Minister’s Office.

- Approval for Further Consideration of the Expropriation Request for Public Interest concerning real estate properties affected by the “Solid Waste Management Program II-IV” Project in Peja.
- Approval of the Strategy for the Rights of Persons with Disabilities (2025-2030) and the Action Plan (2025-2027). This strategy aims to:
- Improve the quality of social services for persons with disabilities
- Enhance the inclusive education system and professional development for persons with disabilities
- Improve accessibility for persons with disabilities.
- Approval of the Ministry of Finance, Labor, and Transfers’ Request to Change Annex I for the distribution of General Grants, reflecting new data from the 2024 population census.
- Approval of Capital Projects in Various Municipalities as multi-year projects according to the Budget Law of the Republic of Kosovo for 2025.
- Approval of Preliminary Decisions for Expropriation for Public Interest regarding properties for the realization of projects such as the “Village Cemetery” and “Sports Field in Dobërçan.”
- Approval of Preliminary Decisions for Expropriation for Public Interest regarding former social properties for several projects in the Municipality of Han i Elezit, including the reconstruction of a football field, regulation of the water plant, construction of a Culture and Youth Center, and road expansion near the Customs Terminal.
- Approval of Preliminary Decisions for Expropriation for Public Interest for the “Children’s Nursery, Green Space, and Road Infrastructure Project” in Gjilan.
- Approval of the Initiative for the Conclusion of the General Security Agreement between the Republic of Kosovo and the Republic of Slovenia regarding mutual protection and exchange of classified information. This agreement is a significant step toward enhancing bilateral cooperation and improving institutional capacities in the field of classified information protection.
- Approval of the Initiative for the Conclusion of an International Partnership Agreement under the Interreg IPA II Albania-Kosovo Cross-Border Cooperation Program (2021-2027).
- Approval of the Concept Document for Organic Agriculture, focusing on the development of sustainable agriculture and meeting the population’s demand for quality food.
- Approval of the Concept Document for Plant Health, proposing a new legislative framework to regulate the key aspects of plant production, quality assurance, and environmental protection.
- Reallocation of 400,000 Euros at the request of the Ministry of Culture, Youth, and Sports for the implementation of the “Preventive Measures, Emergency Interventions in Various Municipalities” program, aligned with the National Development Plan.
- Approval of the Regulation for the Conditions of Ownership Transfer and rental of public property and items owned by the state.
- Approval of the Regulation for the Record-Keeping of Movable and Immovable Assets in public ownership.
- Approval of Initiatives for Legal Agreements for the transfer of convicted persons, mutual legal assistance in criminal matters, and extradition between the Government of Kosovo and the Government of the United Kingdom.
- Allocation of 1,308,320 Euros for the implementation of projects through agreements with the United Nations bodies. The funds are allocated based on requests from line ministries for the projects they manage.
