U.S. Department of State Report Highlights Indictment of Radoičić and Others in Banjska Case

The U.S. Department of State (DOS) has released the “2025 International Narcotics Control Strategy Report,” which was signed in March by U.S. President Donald Trump. In the section concerning crime control, the report mentions the indictment of Milan Radoičić and others involved in the September 24, 2023, terror attack in the village of Banjska in northern Kosovo, according to the online newspaper Reporteri.net.

The report notes that the indictment was filed with the help of the U.S. Office of Overseas Prosecutorial Development, Assistance, and Training (OPDAT), which supported a prosecutor in Kosovo to bring charges against Radoičić and others involved in the violent attack.

The U.S. report outlines that, “using the capabilities and mentoring learned from OPDAT, a prosecutor in Kosovo raised charges against 45 defendants, including Milan Radoičić, a deputy leader of the main Serbian party in Kosovo, who has been sanctioned by the U.S. Office of Foreign Assets Control (OFAC).”

The Kosovo Special Prosecution filed charges on September 11, 2024, against Radoičić and 44 others for the terrorist attack in Banjska, a key event which saw the death of police officer Afrim Bunjaku and the injury of other officers and civilians. The indictment claims the accused tried to use violence and heavy weaponry to sever northern Kosovo from the rest of the country and connect it to Serbia.

Radoičić is further accused of laundering money from 2017 to 2023, converting it into real estate and other assets, some of which were transferred to third parties in an attempt to conceal or mask the sources of the wealth.

The indictment includes charges such as terrorism, serious crimes against the constitutional order and security of Kosovo, terrorism facilitation and financing, and money laundering.

In addition to Radoičić, several individuals, including Blagoje Spasojević, Vladimir Tolić, and others, face the same charges in connection with the violent events in Banjska. The attack included the use of heavy firearms, explosives, and military gear, as well as coordinated actions to block roads and ambush police officers. The attack resulted in a prolonged confrontation, which authorities claim was aimed at destabilizing Kosovo’s political, constitutional, and social structures.

The indictment underscores the severity of the actions, marking the attack as an attempt to forcibly sever northern Kosovo and merge it with Serbia. For this, the accused face the charge of terrorism and crimes against Kosovo’s constitutional order.
