SBASHK Warns of Protests and General Strike if Institutional Deadlock Continues

Prishtina, July 18 — The United Union of Education, Science and Culture (SBASHK) has issued a strong warning to Kosovo’s institutions, stating that continued political deadlock and lack of dialogue from the government may lead to protests or even a general strike as early as September.

Speaking at a press conference, SBASHK Chairman Rrahman Jasharaj expressed deep dissatisfaction with the institutional vacuum and the government’s perceived unwillingness to engage in constructive dialogue with the union.

“This vacuum is deepening, and demands from our members are growing. We will not remain silent. We held the 9th extraordinary congress online to raise our voice and call attention to this alarming situation. When the Parliament does not function, it becomes increasingly difficult to address the legitimate demands of our membership,” Jasharaj stated.

He emphasized that the past four years were among the most challenging for education workers in Kosovo, accusing the Kurti-led government of systematically avoiding dialogue with SBASHK.

One of the key concerns remains the stalled process of signing the new collective contract, which SBASHK submitted in 2023. According to Jasharaj, Minister of Education Arbërie Nagavci has shown no willingness to sign the agreement, which could become a flashpoint in the new school year.

“A major issue that may spark tensions in September is the minister’s continued refusal to sign the collective agreement, despite it being submitted last year. Many unresolved issues remain, and we are considering all options, including protests and a general strike, depending on how the situation evolves,” Jasharaj warned.

The union stated that while it remains committed to dialogue, the absence of functioning institutions and lack of governmental cooperation may leave them no choice but to mobilize.
