GAP Institute Sends Public Letter to President Osmani Urging Political Mediation on 2026 Budget and EU Growth Plan Agreements

Prishtina, October 28, 2025 – The GAP Institute has addressed a public letter to President Vjosa Osmani, calling on her to exercise political mediation regarding the 2026 budget and the pending agreements with the European Union related to the Growth Plan.

The letter highlights concerns that, due to the lack of political consensus for forming a new government and statements from leaders of major parliamentary parties indicating reluctance or inability to form a government, the country is heading toward new parliamentary elections. GAP notes that this situation poses risks to institutional and economic stability.

The letter emphasizes that two issues require urgent resolution and broad political agreement:

  1. Approval of the 2026 budget – GAP stresses that, without timely adoption of the budget, basic state functions, including salaries for teachers, doctors, and public administration, as well as social transfers and public works, could be paralyzed.
  2. Ratification of EU agreements under the Growth Plan – Kosovo is currently the only country in the region that has not ratified these agreements, blocking access to pre-financing and disbursement of funds, and affecting confidence in the EU integration process.

GAP proposes concrete, legal, and actionable steps:

  • The current government should submit the 2026 budget bill to parliament for approval through accelerated procedures, allowing the next government to amend it if necessary.
  • If this is not possible, the current parliament should vote to extend the 2025 budget until the end of March 2026 to ensure continuity of basic state functions.
  • Ratification of the EU Facilitation and Huasa agreements should proceed urgently to unlock the first tranche of Growth Plan funds.
  • Use of Article 123 of the Parliamentary Rules to expedite procedural steps for approval of the budget and ratification of agreements.

The letter concludes by underlining that citizens’ welfare and financial stability should not be held hostage by political deadlocks. GAP emphasizes the unifying and mediating role of President Osmani in preventing a crisis that could affect families across Kosovo and strengthen trust in institutions and EU partnerships.

The letter is signed by GAP Institute along with 16 civil society and policy organizations, including KCSF, INDEP, EPIK, GLPS, KLGI, SHL-Kosova, Balkan Green Foundation, CBM, CDF, QKSGJ, Activism Roots, FIQ, CSGD, K-W4W, EC Ma Ndryshe, YMCA Kosova, TOKA, OPED, ATRC, and PIPS.
