Kosovo’s PM Kurti: We cannot implement the agreement while there are violations of it.

The Prime Minister of Kosovo, Albin Kurti, in an interview for the Kosovo Broadcasting Corporation, spoke about the current political situation in the country and the issues that have arisen with the International Community. The interview also touched upon the issue of the Serbian dinar, as well as the matters being handled by the Constitutional Court, which he says are selective.

The Prime Minister of Kosovo, Albin Kurti, on the show “RTK Prime,” emphasized the delays in normalizing relations with Serbia, but not due to Kosovo’s fault.

“On February 27th last year, we made an agreement. That agreement is at least a de facto recognition. On March 18th, we added an annex to it, which states that no article is more important than another. When progress was observed, Serbia began systematically to violate and disrespect the 11 articles, 8 of which it has definitely violated multiple times and six sentences in the preamble. Unfortunately, Brussels, as an arbiter, did not react to these violations. Therefore, the non-implementation of the Brussels agreement and the annex from Ohrid have kept the dialogue theme alive. So, there’s a lot of talk about dialogue because we have not achieved the desired results,” Kurti stated.

According to him, problems arose when Brussels did not use its power to sanction Serbia every time there were violations of the agreement.

“We cannot have the implementation of the agreement as long as there are violations of it. Today, we are in this unfavorable situation because the arbiter did not rebuke Serbia for violating the agreement,” said the head of the executive for RTK.

Prime Minister Kurti mentioned that there are still diplomats in the EU who think that Serbia is not with Russia.

“It’s a kind of regret that if Serbia is rebuked, it will go with Russia, with the Kremlin, and the despotic president Putin, as if it hasn’t already done so. There are many diplomats in the West who want to believe that Serbia has not yet gone with Russia. The excessive caution towards Serbia, which they admit in private meetings, has not been paid, but the damage has been done,” Kurti declared.

Speaking about the Association of Serb-majority municipalities, Kurti mentioned that there are two inherited agreements from 2013-2015.

But now, according to him, Kosovo has a new agreement with Serbia, which is also in the official documents of the European Union and the European Council where the leaders of the 27 states are.

“There is also Article 10, which says that all past agreements are valid and legally binding, and Article 7 talks about self-management for the Serb community,” he said.

Kurti declared that the basic agreement of February 27th is good, as well as the annex of implementation from Ohrid.

“When Serbia saw where it ended up with these two agreements, then it started to sabotage the implementation and to make weekly violations, so much so that in the end, until yesterday, the Prime Minister of Serbia sent a letter saying that we withdraw from those agreements, because we do not accept the independence, nor the seat in the UN, and we do not accept the territorial integrity of Kosovo. Practically, it takes us back to square one and did not receive punishment from Brussels,” Kurti emphasized.

Prime Minister Kurti, speaking about the implementation of the regulation of the Central Bank of Kosovo, which states that the only currency for exchange is the euro in Kosovo, said that the Government is ready to help where needed during implementation.

“We cannot intervene in the Central Bank of Kosovo’s plan for implementation or the regulation that has already been approved. Regarding the dinar, as the Government of Kosovo, we have provided options that we stand behind…However, the Government of Kosovo is ready to support solutions to any actual problem that may arise,” Kurti said.
