Lawyer Borivoje Borović stated that the Organized Crime Prosecutor’s Office (TOK) has recognized the scale of alleged criminal actions by the executive branch and has therefore turned to the citizens. He emphasized that if TOK issues an arrest warrant and the police fail to enforce it, this would constitute a betrayal of the people.
“Mockery of the judiciary and prosecution by the executive continues. They act arrogantly, as if they are above the law,” Borović told N1, commenting on the Generalštab case.
Earlier, TOK confirmed it had issued an order to the Ministry of Interior (MUP SBPOK) to bring in Culture Minister Nikola Selaković for questioning. This decision followed Selaković’s failure to attend a scheduled hearing on 28 November 2025 without providing justification.
Despite this, Selaković appeared voluntarily at the Organized Crime Prosecutor’s Office this morning, even though no hearing was scheduled. TOK officials personally delivered the summons to him.
Borović characterized Selaković’s actions as a farce:
“He is using confusion as a tactic, hoping that the special prosecutor’s office will be dissolved, which would restore his control. He only appeared because someone advised him that no detention would be imposed. There are likely insiders informing him.”
The case also involves acting directors and officials from the Institute for the Protection of Cultural Monuments and the Ministry of Culture, who are suspected of falsifying documents to remove the protected status of the Generalštab building.
Borović stressed that TOK can no longer ignore the executive branch’s actions, pointing to international contacts, including Europol, as support for the office’s investigation. He added that large sums of EU funds are also implicated, increasing the stakes of the investigation.
“Once the prosecutor issues an arrest warrant, the police must act. Failure to do so is a betrayal of the people and future generations. There is no room for hesitation,” Borović said.
He also criticized the Parliament’s Judicial Committee for failing to adopt the Supreme Public Prosecutor’s report, calling it a political stunt aimed at undermining the independence of prosecutors like Zagorka Dolovac and consolidating control under figures loyal to the executive, including Minister Stefanović.
Borović briefly mentioned surveillance concerns, noting that Europol reportedly intercepted conversations involving top government officials, including President Vučić, which could be key evidence in ongoing investigations.
