Urgent Decisions Required from MPs After the Constitution of the Assembly, Including the Budget and Approval of the Growth Plan

The Kosovo Institute for Justice (IKD) has listed several urgent decisions that, according to them, must be addressed by the 10th legislature of the Assembly of Kosovo. IKD states that these decisions are crucial for the normal functioning of the constitutional order and institutional stability.

Among the key decisions are the state budget and the approval of the Growth Plan.

“One of the main priorities of the Assembly is the adoption of the Law on Budget Allocations for the 2026 Budget of the Republic of Kosovo, the ratification of the agreement with the European Union on the Growth Plan (€880 million), and the ratification of the agreement with the World Bank (€90 million). These decisions are essential for advancing national strategic interests, fulfilling international obligations, ensuring the state’s financial functioning, implementing public policies, and avoiding institutional uncertainty.”

IKD also highlights the issue of funding for RTK and financial support for municipalities.

“The Assembly must also ensure the financing of Radio Television of Kosovo (RTK) and provide financial support to municipalities, as part of legal and political obligations to guarantee public services and the functioning of municipalities throughout the country.”

According to IKD, another urgent matter is the implementation of Constitutional Court judgments.

“An equally important priority remains the implementation of Constitutional Court rulings, including the judgment on the Law on Salaries in the Public Sector and the rights of more than 94,000 public officials. Failure to implement these decisions directly undermines the rule of law and citizens’ trust in the constitutional order.”

The Kosovo Institute for Justice assesses that the new legislature must act with urgency, responsibility, and transparency by unblocking key processes, implementing constitutional judgments, and strengthening the Assembly’s oversight role, in order to safeguard the democratic order and the public interest.
