Lumir Abdixhiku, leader of the Democratic League of Kosovo (LDK), has publicly presented a 15-point agenda for a proposed “Government of National Unity,” which the LDK views as the solution to Kosovo’s current political turmoil. Abdixhiku stressed that the country is in an “emergency” and requires a swift resolution to its “political and institutional crisis.”

- Functionalization of Constitutional Institutions: The unity government would focus on de-particizing institutions and a complete reformatting of public enterprise boards to foster an environment free from party interference.
- Agreement on Wage Increases and Law Implementation.
- Emergency Package for Energy Crisis Management: This includes the removal of VAT on electricity bills and addressing the current energy shortages.
- Initiation of National Gasification Project: The unity government would launch this crucial project, aiming for its continuation beyond the new elections in spring 2026.
- Rebuilding Relationships with the EU and USA: Prioritizing the restoration of political trust through responsible state approaches. This involves preparing a unified platform for dialogue with Serbia from all parties and a complete restructuring of the diplomatic service, which is described as being in “complete collapse” after four years of governance.
- Voting on International Agreements within such a broad majority.
- Vetting Process in the justice system.
- Initiation of Vital Projects for Kosovo.
- Constitutional Reform for Stability: Addressing the current political practice and considering constitutional changes for a “constitutional reset.”
- Drafting a National Strategy for Deep Reform in Education.

Broader Crisis and Police Action at Infrastructure Ministry
Abdixhiku’s announcement comes amidst a turbulent political climate. Separately, the Kosovo Police today launched an investigation at the Ministry of Environment, Spatial Planning, and Infrastructure related to suspicions of abuse of official duty. Police spokesperson Baki Kelani confirmed the ongoing investigation, stating that actions are being carried out with the authorization of the competent Prosecutor’s Office and more details will be released upon completion.
