The Central Election Commission (KQZ) of Albania has entered the final stage of procurement to select the company responsible for delivering ballots to Albanian citizens living abroad. This process is expected to be completed within the next two to three days.
Once a company is chosen, ballot papers will be sent to 85 countries where Albanian voters have registered. A total budget of €10 million (excluding VAT) has been allocated for this initiative, with each ballot costing approximately €40 to send.
According to KQZ regulations, postal workers will personally deliver the ballot envelopes, requiring the recipient to sign upon receipt. If the voter is not available at the time of delivery, the courier will attempt two more times. If delivery remains unsuccessful after multiple attempts, the ballot will be returned to KQZ.
Recent data indicates that a total of 245,808 Albanian citizens are registered to vote from abroad.
