Aleksandër Lumezi Proposed as Deputy State Prosecutor

The Kosovo Prosecutorial Council (KPC) is set to hold its next regular meeting on December 29, where the selection of the Deputy State Prosecutor will be on the agenda.

For this position, the Acting State Prosecutor, Agron Qalaj, has proposed former State Prosecutor Aleksandër Lumezi. According to documents obtained by “Betimi për Drejtësi”, the proposal for the appointment of the Deputy State Prosecutor is listed as the seventh item on the KPC’s agenda.

In a letter dated December 24 addressed to the KPC, Qalaj requested Lumezi’s appointment, emphasizing the need for institutional continuity, the full exercise of competencies, and the fulfillment of duties and responsibilities in line with existing legislation.

“In order to guarantee institutional continuity, the full exercise of competencies, and the fulfillment of all duties and responsibilities in accordance with the legislation in force, I propose the appointment of prosecutor Aleksandër Lumezi to the position of Deputy State Prosecutor,” Qalaj stated.

Agron Qalaj was appointed Acting State Prosecutor on December 22, following the approval of the resignation of Besim Kelmendi from the post by the KPC.

Who Is Aleksandër Lumezi?

Aleksandër Lumezi, once regarded as an undisputed figure within the prosecution system, was elected Chief State Prosecutor in April 2015, after a selection process lasting over a year. However, early in his mandate, expectations for major reforms began to diminish.

During his seven-year term, several high-profile individuals were arrested, charged, and later released, raising questions about the effectiveness of prosecutions under his leadership.

Lumezi’s name also surfaced in the “Pronto” wiretapping affair, in which former PDK MP Adem Grabovci was heard discussing judicial appointments and, in one instance, mentioning his close ties with Lumezi.

In 2019, current Prime Minister Albin Kurti used Lumezi’s name as part of his political campaign, with the slogan “Lumezi leaves, Elezi comes,” symbolizing what Kurti described as a change in mindset within the State Prosecution.

Lumezi completed his mandate in April 2022 and, by law, was not eligible for reappointment. He reportedly sought to promote Blerim Isufaj—currently the head of the Special Prosecution—as his successor. However, Isufaj was not decreed by President Vjosa Osmani.
