Ambulance of the Parallel System in the North Used for a Terrorist Attack on the Municipal Election Commission

The alarm siren activated by parallel structures as a call to gather protesters marked the starting point of a violent episode in which the office of the Municipal Election Commission (MEC) in North Mitrovica was attacked on December 6, 2022.

This was established by the Basic Court in Prishtina in its verdict, which convicted Milun Milenković, Aleksandar Vllajić, and Dejan Pantić for committing a terrorist act, although Pantić’s criminal offense was reclassified from “commission of a terrorist act” to “participation in a crowd committing hooliganism.”

In this case, Miomir Vakić was acquitted.

The trial panel, chaired by Valon Kurtaj, found that an ambulance belonging to the Serbian parallel system was used to transport explosives.

“Ambulances were used during protests to transport protesters, carry dangerous materials, and provide logistical support to these protest groups, which also carried out actions—terrorist acts. This is documented by the evidence in the case file, police reports, and photographs included in the file, which show that these vehicles were not used only in the protest that is the subject of this criminal case, but also in other protests—being used to block roads, transport protesters, and, most importantly, transport dangerous materials (stun grenades, Molotov cocktails, hand grenades, weapons, etc.). In the present case, an emergency vehicle—an ambulance—was also used. It arrived among the protesters, its door was opened, something was taken from the vehicle, and immediately after these items were taken, an explosion occurred at the offices of the MEC/CEC,” the verdict states.

According to the ruling, every movement of state officials—including police forces and MEC officials—was under surveillance on the day of the attack.

The court found that the aim of the protesters, who were part of illegal structures, was to prevent the local elections planned for December 2022 from being held in the north, following the resignations of Serbian mayors.

Both convicted individuals, Dejan Pantić and Milun Milenković, are former Kosovo Police officers. The court established that Pantić led the protest and that there are photographs proving he was wearing uniforms used by members of Civil Protection, an organization designated as terrorist by the Government.

According to the court, at the time of committing the criminal offense, Vllajić was a member of Serbia’s BIA intelligence agency, while Pantić, even while serving as a Kosovo Police officer, was being paid by Serbia’s Ministry of Internal Affairs.

“The court also found that the defendant Pantić stored photographs on his phone wearing this uniform and sent communications—photographs—to others while wearing it. Bank account records show that this defendant received a salary as part of these illegal structures from Serbia’s Ministry of Internal Affairs, which means that the defense’s claim that he is retired and not part of any Serbian state structure is neither true nor well-founded,” the verdict states.

On July 28, 2025, the Basic Court in Prishtina sentenced Milenković and Vllajić to five years in prison each.

Aleksandar Vllajić is also the first person convicted of espionage since Kosovo’s declaration of independence.

Dejan Pantić was sentenced to two years in prison. The verdict was published on January 26, 2026.
