Ulpiana, Kosovo — A team of archaeologists has discovered a rare second inscription dedicated to Byzantine Emperor Justinian and his wife, Empress Theodora, in the ancient city of Ulpiana. The discovery was announced by Kosovo’s acting Minister of Culture, Hajrullah Çeku.

“This new inscription confirms the construction of the episcopal basilica, while the earlier one referenced the founding of the city of Iustiniana Secunda as a Dardanian settlement,” stated Minister Çeku. “These are the only known dedications of Emperor Justinian, who originated from this region.”

The inscription is regarded as a significant historical find that adds further context to the Emperor’s ties to the Dardanian territory. It also reflects the Byzantine architectural and religious influence in the area during the 6th century.

The ongoing archaeological research in Ulpiana and Dresnik has intensified following land expropriations carried out last year. The work now focuses on public lands, allowing for more comprehensive excavations and conservation efforts.

Minister Çeku highlighted that this unprecedented level of commitment to preserving and studying Kosovo’s archaeological heritage includes conservation planning, international academic partnerships, and the professional development of local experts.

“Archaeology continues to reveal our history. We remain committed to exploring and safeguarding it,” Çeku affirmed.

The discovery is expected to further strengthen Ulpiana’s position as one of the most historically significant archaeological sites in the region, underlining Kosovo’s rich and ancient cultural heritage.
