Assembly of Kosovo Ratifies Third International Agreement Supporting Reform and Growth Initiatives

The Assembly of Kosovo has approved a third international financial agreement, further strengthening the country’s reform agenda and economic development strategy. The agreement was ratified during a plenary session following its presentation by Finance Minister Hekuran Murati.

The parliament adopted Draft Law No. 10/L-004, which ratifies the Loan Agreement for the Reform and Growth Instrument for the Western Balkans. The agreement was reached between European Union, represented by the European Commission as the lender, and the Republic of Kosovo as the borrower. The Central Bank of Kosovo will act as the borrower’s agent.

The ratification received strong parliamentary backing, with 98 votes in favor, no votes against, and four abstentions. The agreement is designed to support Kosovo’s structural reforms, improve governance, and stimulate sustainable economic growth across multiple sectors.

Government officials emphasize that this financing mechanism is part of a broader European strategy aimed at accelerating economic convergence and strengthening institutional resilience across the Western Balkans region. The instrument is expected to provide additional funding opportunities tied directly to reform implementation and performance benchmarks.

The adoption of this third international agreement underscores Kosovo’s ongoing commitment to deepening cooperation with European institutions and advancing long-term economic transformation through reform-driven investment.
