Deputy Minister of Justice, Vigan Qorrolli, criticized the Special Prosecutor’s Office for delays in filing charges against the perpetrators of the terrorist attack in Banjska on September 24, 2023. According to him, such a delay is unjustifiable as there is evidence and recordings for charges against the responsible parties, including Milan Radoičić and others.
In an interview with KosovaPress, Qorrolli stated they are working on a lawsuit for genocide against Serbia. Additionally, he discussed the possibilities of passing the civil code and lifting the EU’s punitive measures.
Qorrolli: Delays in Filing Charges for Banjska are Incomprehensible
“It is up to the law enforcement institutions and the prosecutor’s office to compile all the facts and then for competent bodies such as the Special Prosecutor’s Office to gather all the evidence and subsequently file charges. We expected the prosecutor’s office to respond more swiftly and be efficient in handling this terrorist case, which has violated Kosovo’s constitutional order. International partners have also expressed their indignation over the Banjska case. We expect charges to be filed soon. The chain of law enforcement bodies needs to react more swiftly to deliver justice… Since the case was shocking, the state prosecutor should not have waited for the maximum legal period but should have acted faster. Certainly, there is a delay, and for us, it remains incomprehensible,” said Qorrolli.
Qorrolli mentioned they are exploring the possibility of Albania filing the genocide lawsuit against Serbia at the International Court of Justice.

“Kosovo is making all preparations daily through the Institute for Documenting War Crimes, the Ministry of Justice, and other institutional mechanisms. Currently, as you know, Kosovo is not a UN member and is not a party to the statute of the International Court of Justice. We are looking at the possibility of a state like Albania filing the lawsuit at the International Court of Justice. We have discussed this, but there must be an institutional decision by the parliament and government of Albania,” stated Qorrolli.
Regarding the approval of the civil code, Qorrolli said it would be processed in the Assembly once a consensus is reached.

“We will proceed once consensus is reached. Currently, there is no consensus. The Prime Minister’s and my request have been to do this above politics. It should also involve the opposition, not because LVV does not have the votes or because some MPs have public doubts. Following Kurti’s meeting with the PDK leader to pass international agreements in parliament, I believe there will be consensus on the Civil Code as well,” Qorrolli said.
The Deputy Minister called the EU’s punitive measures against Kosovo unjust and disproportionate, expressing optimism that they would be fully lifted by autumn despite the EU’s warnings that they would be removed gradually.

“The lack of consensus among member states has led to the gradual lifting of measures. We hope that by autumn, since we are in the summer season, and then July and August when Brussels is in a ‘clinical death’ and decision-making will pause, all measures will be eliminated, although they have been disproportionate and unjust,” said Qorrolli.
