Basha: Lack of Quorum After PDK and LDK Absence Blocks Assembly Presidency Meeting

The Speaker of the Assembly of Kosovo, Dimal Basha, announced that today’s meeting of the Assembly Presidency could not be held due to a lack of quorum, following the absence of Vlora Çitaku (PDK) and Kujtim Shala (LDK).

“This meeting would have only been a consultative one. As you saw, two deputy speakers, Vlora Çitaku and Kujtim Shala, did not participate. As a result, we lacked quorum, which made it impossible to hold the Presidency meeting,” Basha stated.

He added that he still hopes to hold a consultative meeting with all deputy speakers. Despite the absence, Basha emphasized that the Assembly Presidency remains largely functional.

“The Presidency currently has five out of six external members, which means over 80% functionality. We therefore have sufficient quorum to continue our work,” he noted.

Basha further explained that item 4 of the agenda has been exhausted, as all ten Serbian community deputies have gone through the procedure three times — with two refusing and eight failing to secure enough votes.

“As Speaker, I had the choice to either stop the proceedings or to continue with a functional Presidency. With five out of six members present, I chose to continue, since I have a responsibility both to citizens and to our international partners to ensure the Assembly’s functionality,” Basha said.

The Speaker also referred to his earlier meeting with President Vjosa Osmani at noon, which he described as informative.

“The only reason for the meeting was to brief the President on the conclusion of the constitutive session and to explain my reasoning for the Assembly’s constitution before addressing the public, given her role as guarantor of the Constitution,” Basha stated.
