Biden Signs Executive Order Imposing Sanctions on Those Undermining Peace and Stability in the Western Balkans

Outgoing U.S. President Joe Biden has signed a new executive order outlining the administration’s next steps concerning the Western Balkans. This decision targets individuals who continue to undermine the sovereignty and territorial integrity of the region’s nations, destabilize post-war agreements, and foster corruption that disrupts the rule of law and democratic governance. The order also targets those who evade U.S. sanctions.

The executive order modifies and amends previous regulations, authorizing the U.S. administration to impose sanctions on individuals identified by the U.S. Department of the Treasury and the State Department. These sanctions are aimed at those who directly or indirectly engage in actions or policies threatening the peace, security, stability, or territorial integrity of any area or country in the Western Balkans.

These actions include undermining democratic processes or institutions in the region, violating significant agreements such as the 2018 Prespa Agreement, the 2001 Ohrid Framework Agreement, UN Security Council Resolution 1244, the Dayton Agreement, and other international accords related to regional peace and security.

Additionally, individuals involved in serious human rights violations and corruption may also face sanctions, along with anyone who aids them financially or in other ways in violation of U.S. sanctions. The sanctions will also apply to the spouses and adult children of those individuals designated by the U.S. government for such violations.

This executive order signals continued U.S. efforts to ensure stability and adherence to international agreements in the Western Balkans, a region that has been historically fragile but crucial for peace in Europe.
