Political scientist and Balkan expert, Florian Bieber, stated that the new EU chief, Kaja Kallas, has a stronger and more decisive approach regarding Kosovo and the dialogue with Serbia, adding that she has been more vocal than her predecessor, Josep Borrell.

Bieber said it is positive that Kallas, shortly after taking office, held quick meetings, including a visit to Kyiv, confirming that the dialogue between Kosovo and Serbia is one of her main priorities.

Regarding the implementation of international agreements, Bieber emphasized that both Kosovo and Serbia need to fulfill their commitments, including the implementation of the Association. He also pointed out that Serbia has not shown sufficient commitment to the implementation of the Ohrid Agreement and that it is crucial for Serbia to stop its campaign of non-recognition and blocking Kosovo in international organizations.

Bieber mentioned that internal political tensions and protests in Serbia could cause problems for Kosovo, and added that there is still no clear indication of greater involvement from the U.S., especially under the Trump administration, in the Kosovo-Serbia dialogue.

Regarding the appointment of Richard Grenell as Secretary of State, Bieber considered it good news for Kosovo and the Balkans, stressing that his role in the past has been destructive and very negative for the region.

Bieber also hopes that the idea of territorial exchange, which was discussed during the Trump administration, will not resurface, as it would only harm Kosovo and worsen tensions in the region.
