Bosnian Serb Premier Resigns, Signals Return as Mandate Candidate

Savo Minić, Prime Minister of the Bosnian Serb entity Republika Srpska (RS), has resigned from his post, announcing at a press conference in Banja Luka that he intends to be re-nominated as mandate candidate.

Minić, a member of the Alliance of Independent Social Democrats (SNSD), the party of Milorad Dodik, stated that he consulted with RS President Siniša Karan, who plans to propose him again for the premiership. He emphasized that the move aims to ensure the legal and legitimate functioning of the government amid ongoing disputes, including scrutiny from the international community.

This is the second time in recent months that Minić has resigned and signaled his return as mandate candidate. He initially assumed the premiership on 2 September 2025, after serving as RS Minister of Agriculture.

The move follows a 23 January 2026 ruling by the Constitutional Court of Bosnia and Herzegovina, which declared Minić’s government unconstitutional. The court held that Milorad Dodik, who had presented Minić as the mandate candidate in August 2025 while acting as RS President, lacked the authority to do so. According to the RS Constitution, only the sitting president can propose a mandate candidate. Dodik had been stripped of his presidential powers following a final ruling barring him from political functions for six years due to non-compliance with decisions of the Office of the High Representative.

Prior to the court decision, Minić had also submitted his resignation. At that time, acting RS President Ana Trišić Babić proposed him for the mandate, after which he was reinstated. Minić affirmed that he continues to enjoy majority support in the RS National Assembly.

The episode underscores ongoing legal and political complexities in Republika Srpska, reflecting tensions between constitutional procedure and party politics, as well as the continued influence of Milorad Dodik’s SNSD in entity governance.
