Budget Commission Approves RTK Funding Projection Amid Presidential Deadline Concerns

As Kosovo awaits the parliamentary session for the election of the President, the Budget Commission met early to discuss the funding projection for RTK, Kosovo’s public broadcaster, fearing that a parliamentary dissolution could leave the institution without a budget. Members of RTK management were also present.

Key points from the meeting:

Urgency cited: Commission Chair Enver Haliti explained that the session was moved earlier than planned due to uncertainty around the presidential election. “We discussed this topic to ensure RTK is not left without a budget, in case the Assembly is dissolved,” he said.

RTK management statement: Acting Director General Hysen Hundozi confirmed that they attended because they were invited, and clarified that two journalists whose contracts ended were not dismissed, responding to concerns from the PDK deputy Kujtim Gashi. The Kosovo Journalists Association (AGK) had previously expressed concern over these contract expirations.

RTK Board status: Since December 2024, the RTK Board has been non-functional due to expired mandates and resignations, leaving no quorum to hold meetings. Current law requires six board members for a quorum, with no provisions for a non-functional board.

Budget vote: The budget projection for January–June 2026, amounting to over €4.4 million, was approved with 7 votes in favor, none against, and 2 abstentions. LVV deputy Valon Hoti emphasized this would be a one-time vote given RTK’s current situation. PDK and LDK deputies requested legal clarifications before further decisions.

Additional approvals: The Commission also approved its scope of work with 9 votes in favor, confirming it is functional and permanent. Hundozi highlighted that RTK employs 680 staff, the lowest in the region, and operates with the smallest budget among comparable public broadcasters.

The decision ensures that RTK will continue operating while awaiting political developments in Kosovo.
