Cakolli: Osmani Has No Authority to Impose a Solution, At Most She Can Address the Constitutional Court

Eugen Cakolli, Program Manager at the Kosovo Democratic Institute (KDI), has stated that while any actor stepping in to ease political tensions is welcome, constitutionally, the President does not have the mandate to find or impose a solution to the current crisis.

“The involvement of any actor who can calm tensions is welcome, but in practical terms, the President has no constitutional mandate to find or impose a solution,” emphasized Cakolli.

He added that the most the President can do is refer the issue to the Constitutional Court, within her responsibility as the guarantor of the constitutional functioning of institutions.

However, according to him, such a case might not be resolved within a week and could take up to six months, potentially causing Kosovo significant delays.

“The hesitations we’ve seen from Vetëvendosje MPs, who claim the President cannot impose a solution, indicate a kind of fear that proposing a solution might place them in a politically disadvantageous position,” Cakolli added.
