CEC Accredits Over 18,000 Observers for Local Elections, Ballots Sent to Diaspora Voters

At the Wednesday meeting of the Central Election Commission (CEC), a report was presented regarding the dispatch of ballot packages for voters abroad, who will participate in the Local Elections by mail.

The Director of the CEC Secretariat, Besnik Buzhala, stated that the report contains the full data on the number of envelopes sent.

“The report explains the entire process carried out. It also presents general data on the number of envelopes received by the Kosovo Post from the CEC,” he said.

According to the report, around 44,000 ballot packages have been sent by mail to registered voters in several countries. Of these, 41,879 packages were delivered in cooperation with Kosovo Post, while another 2,050 were sent via express mail.

Each envelope includes the ballots, the secrecy envelope, instructions on how to complete and submit the vote by mail, as well as the return envelope with a security seal.

Voters abroad are required to deposit the packages into one of the CEC postal boxes. Most envelopes already have the postal box address pre-marked by the CEC. If not, the voter must write one of the CEC postal box addresses in the respective country.

The voting period by mail began on September 17 and will end on October 11, 2025, covering only 43,933 citizens registered outside Kosovo.

In the same meeting, the CEC approved the accreditation of 18,041 observers from 51 political entities certified to participate in the 2025 Local Elections.
