The Central Election Commission (CEC) of Kosovo has announced that the registration period for Voters with Special Needs for the upcoming Local Elections for Mayors and Municipal Assemblies on October 12, 2025, is ongoing.
To make the process easier, the CEC has launched an electronic platform: https://vpnv.kqz-ks.org, which will remain accessible until October 7, 2025.
To ensure inclusiveness, the CEC will deploy mobile teams in every municipality on Election Day, October 12, 2025, enabling registered voters with special needs to cast their ballot from home.
Key Registration Phases:
I. Registration of Voters with Special Needs (September 7 – October 7, 2025)
These are voters with legal capacity who cannot leave their homes due to physical, health, or other disabilities. Registration can be completed online or at the Municipal Election Commission.
II. Registration of Voters in Special Circumstances (September 7 – October 7, 2025)
This includes citizens who, due to security reasons or house arrest, cannot vote at their designated polling station. Registration can be done via the electronic platform or with the assistance of the Municipal Election Commission.
III. Registration of Voters with Limited Mobility in Institutions (September 15 – October 2, 2025)
This category covers voters hospitalized, elderly persons in care homes, individuals in mental health institutions, as well as prisoners and detainees. The CEC, in cooperation with relevant institutions, will ensure their registration and enable their participation.
The CEC emphasized that equal voting rights for all citizens remain a constitutional obligation and a democratic priority.
