The Central Election Commission (CEC) of Kosovo held a meeting today as part of the ongoing preparations for the local elections scheduled for October 12, 2025.
During this meeting, the CEC made several decisions:
- Approval of the Training Program for Election Management Teams and Electoral Staff for the 2025 Local Elections – This program will involve thousands of individuals engaged in the electoral process, including on election day, such as trainers; members of Polling Station Councils; members of mobile teams assisting voters with special needs; counters at 38 Municipal Counting Centers; and staff at the Central Counting and Results Center. The training program aims to equip the staff with knowledge on all voting and counting procedures at polling stations; conditional voting; voting for persons with special needs; counting procedures at Municipal Counting Centers; and procedures for packaging electoral materials.
- Approval of the Procedures for Voting by Persons with Special Needs (VPNV) – This guideline aims to facilitate and guarantee the constitutional right to vote for all citizens without exception. It defines the registration, identification, and voting process for Persons with Special Needs who cannot vote at their assigned polling stations. The guideline details the responsibilities of the Polling Station Council and the Mobile Team, ensuring a transparent, inclusive electoral process fully compliant with current legal standards and election regulations.
- Removal of Deceased Persons from the Voter List – The CEC decided to remove 1,514 individuals from the voter list, all of whom would be aged 95 or older on election day. These individuals were confirmed deceased through a verified list. The verification process was conducted by CEC Executive Officers across various municipalities in Kosovo.
This decision aims to maintain the integrity and accuracy of the voter register, ensuring a credible electoral process.
