The Constitutional Court has declared inadmissible the appeal of Prishtina’s Mayor, Përparim Rama, against the waste regulation adopted by the Municipal Assembly on December 5, 2024.
According to the Court, the regulation is neither a law of the Kosovo Assembly nor an act of the Government, but a municipal sub-legal act, and therefore does not fall under its jurisdiction.
However, since February 2025, the Legal Office of the Municipality of Prishtina, with the authorization of Mayor Rama, decided not to implement the December 5 regulation. As a result, revenues from waste collection invoices have been collected directly by the Municipality of Pristina, while waste collection has been entrusted to six private companies.
