Constitutional Court Has Yet to Begin Reviewing PDK and LDK Cases on Parliamentary Vote

Prishtina, July 11, 2025 — The Constitutional Court of Kosovo has not yet begun reviewing the legal submissions filed by the Democratic Party of Kosovo (PDK) and the Democratic League of Kosovo (LDK), which seek constitutional interpretation regarding the secret ballot procedure for electing the Speaker of the Assembly. These requests come amid an ongoing institutional deadlock that has prevented the formation of a new legislature for more than three months.

Veton Dula, Secretary General of the Constitutional Court, confirmed to RTV21 that the cases are still in processing. “The requests from PDK and LDK are still in procedure,” Dula said briefly.

Meanwhile, efforts to constitute the Assembly are expected to continue tomorrow with another attempt to hold a constitutive session. This comes as the constitutional deadline for completing the process draws near. A ruling by the Constitutional Court is widely seen as crucial to clarifying the voting procedure and unlocking the institutional stalemate.

Sources within the Presidency have indicated that President Vjosa Osmani is also considering submitting a formal request to the Court for clarification of its existing judgment—specifically to define the legal consequences if the Assembly is not constituted within the timeframe set by the Constitution.

The situation has raised serious concerns about the functionality of Kosovo’s democratic institutions and could escalate the political crisis further if a resolution is not reached in time.
