The Commercial Court of Kosovo has decided to suspend the decision of the Energy Regulatory Office (ZRRE) that required businesses to enter the free electricity market.
Lawyer Blinera Osmani announced the news, stating that with Judgment KA.nr.301/25, the Court has:
- Annulled point IV of ZRRE’s Decision no.275/24, dated April 5, 2024.
- Completely annulled ZRRE’s Notice dated March 12, 2025, on free market entry.
- Suspended the implementation of these decisions until a final court ruling is made.
According to Osmani, the ruling is immediately enforceable and means that all affected consumers must be reinstated in the universal market, with secure supply and regulated tariffs, just as before June 1, 2025.
She called on ZRRE and all energy market operators to fully respect and implement the court’s decision without delay.
Meanwhile, ZRRE insists that the market liberalization process complies with current legislation and was conducted transparently and fairly. The regulator also warned that interruptions may follow starting tomorrow, as guaranteed supply through the FMF will no longer be legally valid.
The situation remains ongoing.
