Deadlock in Kosovo Assembly – Another Attempt Tomorrow to Elect Speaker

None of the candidates proposed by Vetëvendosje (VV) for the position of Speaker of the Kosovo Assembly have secured the necessary votes in the ongoing sessions to constitute the Assembly.

The next continuation of the constitutive session is scheduled for Tuesday, August 26, at 11:00 a.m.

On Sunday, August 24, VV nominated three candidates for Speaker: Hekuran Murati (for the second time, after being the sole candidate in Friday’s session), Arbërie Nagavci, and Dimal Basha.

  • Murati received 55 votes, two fewer than the 57 he obtained in the first session.
  • Nagavci also secured 55 votes.
  • Dimal Basha received 57 votes, including support from Bekë Berisha (AAK) and Arben Gashi (LDK), while all PDK deputies abstained.

VV deputy Hekuran Murati stated that it has become clear that other parties no longer object to the candidates themselves but are deliberately blocking the functioning of institutions.

Since the first constitutive session on April 15, deputies have held dozens of follow-up sessions up to July 26 without successfully electing the Speaker and Deputy Speakers.

According to the Constitutional Court’s second ruling, published on August 19, deputies are obliged to complete the Assembly’s constitution within 30 days.

  • Voting for the Speaker must be open.
  • The same candidate cannot be proposed for this position more than three times.
  • All present deputies must express their vote as for, against, or abstention.
