December 28 Elections: CEC Begins Mailing Ballots to Diaspora Voters Today

The Central Election Commission (CEC) will begin today the distribution of postal voting packages to Kosovo citizens living abroad who have registered to vote by mail in the December 28 parliamentary elections.

According to the CEC, approximately 58,000 registered voters have chosen to exercise their right to vote through the postal system. Each voter will receive a ballot package sent directly to their registered address.

The announcement was confirmed by CEC spokesperson Valmir Elezi, who outlined the timeline and logistics of the process.

On Sunday, December 14, 2025, at 10:45 a.m., the Central Election Commission, through its contracted economic operator, will begin mailing ballot packages to voters registered outside Kosovo for postal voting in the early elections for the Assembly of Kosovo,” Elezi stated.

The CEC emphasized that timely distribution of ballots is essential to ensuring the participation of the diaspora, which plays a significant role in Kosovo’s democratic process. Voters are required to return their completed ballots within the designated deadline in order for their votes to be counted.

The December 28 elections are being closely monitored, both domestically and internationally, amid ongoing debates about electoral integrity, transparency, and equal participation for voters inside and outside Kosovo.
