All preparatory electoral activities for the early parliamentary elections in Kosovo will be conducted over a 37-day period.
Due to this situation, the Central Election Commission (CEC) has decided to shorten all deadlines for electoral activities to align with this timeframe.
CEC spokesperson Valmir Elezi explained that shortening deadlines for early elections is a legal right of the CEC.
“Since these are early elections and the CEC has only 37 days to organize them, the CEC has decided to adjust the timelines as needed in accordance with the circumstances. This is a right granted to the CEC by the Law on General Elections. Therefore, all activities must be organized within this period,” Elezi stated.
According to the CEC decision:
Political parties have a 7-day period to declare their coalitions and notify the CEC (November 24 – November 30, 2025).
Political entities (political parties, coalitions, civic initiatives, and independent candidates) have a 7-day period to apply for certification to participate in the December 28 elections (November 24 – November 30, 2025).
Political entities applying for certification have a 2-week period to submit their candidate lists for parliamentary deputies (November 24 – December 7, 2025).
Political entities will draw their ballot numbers after submitting their candidate lists (December 8, 2025).
Certified political entities and candidates may conduct their election campaigns over an 11-day and 7-hour period (December 17 – December 28, 06:59).
All eligible voters may change their voting center within the municipality during an 11-day period (November 26 – December 6, 2025), while objections to inaccuracies on the Voter List may be filed over a 12-day period (November 26 – December 7, 2025).
During this week, the CEC will approve the list of Voting Centers in diplomatic representations and set the maximum number of voters eligible to register for physical voting at these centers (November 25 – 26, 2025).
The 11-day online registration period for voters outside Kosovo will also begin this week (November 26 – December 6, 2025).
Voters who select diplomatic representation voting during registration may cast their votes one day before the election in Kosovo (December 27, 2025). Voters registered for postal voting have a 16-day period to send their ballots to one of the postal boxes established by the CEC in various countries (December 12 – December 27, 2025).
Registration for voters with special needs, who will vote on election day via mobile teams, will take place over an 11-day period (December 11 – December 21, 2025).
The total number of eligible voters, both inside Kosovo and abroad (in diplomatic representations and via postal voting), will be announced by the CEC with the certification of the voter list (December 10, 2025).
