Decisions Taken in Today’s Government Meeting

The Government of Kosovo held its regular session today, during which the following decisions were made:

  • Provided a supportive opinion regarding the Legislative Initiative of the Assembly for the Draft Law on Amendments and Supplements to Law No. 08/L-168 on the Special Prosecutor’s Office.
  • Approved the Draft Regulation on Regional Performance and Monitoring of Balanced Socio-Economic Development. This regulation aims to establish areas, criteria, and indicators for assessing the performance of regional socio-economic development and provide recommendations for improving the regional development process.
  • Approved the request for the long-term use of properties requested by the Municipality of Shtime, managed by the Kosovo Forest Agency, for the implementation of several capital projects, including the construction of a new municipal building, completion of the green market project, construction of a new Health Center building, recreational sports facilities, a swimming pool, and a cycling track.
  • Approved the National Action Plan for the Transposition of the Directive on Services in the Internal Market for the period 2024–2026, according to the Law on Services.
  • Amended and supplemented Government Decision No. 02/128 dated 16.02.2023 regarding the Commission for the Granting of the Bonus for Specific Working Conditions. According to this amendment, Adrian Krasniqi replaces Drilon Osmani as the chairperson.
  • Allocated €7,368,410.00 for the implementation of measure 2.2 to support businesses’ access to finance from the Economic Revitalization Package.
  • Approved the request for further review of the expropriation for public interest of real properties affected by the project Expansion of the National Road N25.
  • Established the Commission for Experts, which prepares the list of positions categorized as expert under the Law on Salaries in the Public Sector.
  • Established the Commission for the Evaluation of State Information and Communication Systems of Strategic Importance. This commission prepares the list of information and communication systems of strategic importance to the state, as well as the list of relevant job positions.
  • Approved the Sectoral Health Strategy for 2025–2030. This strategy aims to contribute to the preservation, maintenance, and improvement of the population’s health by ensuring universal and equal access to quality and affordable healthcare services for all citizens.
  • Approved the initiative to sign the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labour, and Transfers, and the European Union, represented by the European Commission and the Central Bank of Kosovo as the Government’s agent for the Reform and Growth Mechanism for the Western Balkans. This agreement aims to enhance Kosovo’s regional economic integration and alignment with EU legislation.
  • Approved the 9-Month Financial Report of the 2024 Budget of the Republic of Kosovo. The report includes a summary of key trends in revenues and budget expenditures during the first nine months of 2024.
  • Approved the Regulation on the Rights of the Rebate. This new instrument, introduced with the new Cinematography Law, aims to attract investment in film and audiovisual productions in Kosovo, with a rebate of 30% of the investment returned to the investing company. The goal is to create new jobs, promote the creative economy, and increase artistic production in the country.
  • Approved the Draft Law on Anti-Money Laundering. This law follows European Union standards for combating organized crime. Its approval allows Kosovo to apply for membership in the Single Euro Payments Area (SEPA).
  • Appointed the Commission for the Acceptance of the position of Director General of the Kosovo Agency for Statistics (ASK), with the following members:
  • Mr. Ismail Dibrani, Director of the Kosovo Correctional Service, Chairperson;
  • Mrs. Afërdita Beka Arifaj, Director of the Agency for Property Comparison and Verification, Member;
  • Mrs. Fahrije Tërnava, Secretary General of the Ministry of Internal Affairs, Member;
  • Mrs. Shqipe Makolli, HR Office, ASK, Member;
  • Mr. Bedri Xhafa, External Expert.
  • Approved the Three-Year Plan for State Reserves.
  • Approved the Annual Program for the State Reserves of Goods for 2024.

These decisions cover a wide range of sectors, from economic development and healthcare to legislative reforms and strategic planning, aiming at strengthening Kosovo’s public infrastructure and economy.
