For the second time, the Central Election Commission (CEC) will organize voting at the diplomatic missions of the Republic of Kosovo.
Following the early-year elections held on February 9, the CEC will close the year with another electoral process, also for the Assembly of Kosovo.
CEC spokesperson Valmir Elezi told KosovaPress that one day before election day in Kosovo, on December 27, polling stations will open in 29 diplomatic missions of Kosovo, enabling more than 19,300 Kosovo citizens to vote.
“On December 27, the voting process for the Assembly of Kosovo elections will take place in 16 embassies and 13 consulates across 18 different countries worldwide. According to local time, voting will start first at the Kosovo Consulate in Istanbul, continue with the opening of other polling stations in diplomatic missions across Europe, and finally conclude in Washington, New York, Ottawa, and Toronto,” Elezi said.
Elezi also explained the changes related to determining which diplomatic missions would host in-person voting. Initially, the CEC planned voting in 50 diplomatic missions and 10 polling centers outside them, but voting spaces outside diplomatic missions were annulled by the Election Complaints and Appeals Panel (ECAP) and the Supreme Court.
On December 18, the CEC reviewed its decision, and voting will also not take place in eight additional missions—including Tirana, Skopje, Podgorica, Ankara, Abu Dhabi, Iowa, Tokyo, and Canberra—where a total of 70 voters had registered.
“Following decisions by the ECAP and the Supreme Court, and after voter registration concluded, the CEC reduced voting to 37 diplomatic missions. Under the latest decision, eight more missions were removed due to the low number of registered voters. The 70 voters from these missions were instructed to vote by mail,” Elezi said.
Voting on December 27, 2025, will take place in the following diplomatic missions:
- Germany (Berlin – Embassy; Frankfurt, Hamburg, Munich, Stuttgart, Düsseldorf – Consulates)
- Switzerland (Bern – Embassy; Geneva, Zurich – Consulates)
- United Kingdom (London – Embassy)
- France (Paris – Embassy; Strasbourg – Consulate)
- Belgium (Brussels – Embassy)
- United States of America (Washington – Embassy; New York – Consulate)
- Norway (Oslo – Embassy)
- Austria (Vienna – Embassy)
- Canada (Ottawa – Embassy; Toronto – Consulate)
- Sweden (Stockholm – Embassy)
- Slovenia (Ljubljana – Embassy)
