The Central Election Commission (CEC) of Kosovo has announced that there will be no new registration period for voters abroad in the November 9 municipal runoff elections.

According to CEC spokesperson Valmir Elezi, during the first round of elections, more than 43,000 diaspora voters successfully registered. Only those voters registered in municipalities proceeding to a second round will be eligible to cast their ballots.

“In the second round of elections for mayors, only voters who successfully registered during the first-round application period—and only for municipalities where a runoff will take place—will have the right to vote from abroad,” Elezi clarified.
“No new registration period will be opened for voters outside Kosovo, as the same approved voter list from the first round will be used,” he added.

The CEC confirmed that the decision aims to ensure procedural consistency and avoid delays in organizing the upcoming election phase.

The first round of local elections saw a voter turnout below 40%, preventing any party from achieving full dominance and resulting in several municipalities heading to a runoff vote.
