Agreements reached within the framework of the dialogue between Kosovo and Serbia must be implemented, particularly the Agreement on the Path to Normalization and the Annex on Implementation, according to the draft declaration finalized by European Union leaders in consultation with partners from the Western Balkans.
In the document, which Euronews Serbia had access to, it is also emphasized that the strategic partnership between the European Union and the Western Balkans is more important than ever, given the profound shift in the geopolitical situation, Russia’s aggression against Ukraine, and the conflict in the Middle East.
“The future of the Western Balkans lies in our Union. Once again, we reaffirm our full and clear determination for the membership of the Western Balkans in the European Union,” the declaration text states, which is expected to be adopted at the EU-Western Balkans Summit on Wednesday, December 18.
It was also mentioned that it is in our mutual interest to accelerate the membership process, based on credible reforms by the partners, fair and strict conditions, and principles of their own merit.
The European Union welcomes the determination of partners from the Western Balkans to commit themselves to European core values and principles, in accordance with international law.
“The rule of law, freedom of expression, independent and pluralistic media, gender equality, and a strong role for civil society are key to ensuring a functional democracy,” it added.
As stated, EU enlargement is a geostrategic investment in peace, security, stability, and prosperity.
Agreements in the Dialogue Must Be Implemented
Regarding the dialogue between Kosovo and Serbia, the declaration emphasizes that the agreements reached must be implemented, particularly the Agreement on the Path to Normalization and the Implementation Annex.
The document also mentions the Instrument for Reform and Growth for the Western Balkans, valued at six billion euros, and it is stated that the EU is ready to consider further proposals for improving the region’s economic integration with the EU, provided that partners implement their reform agendas and comply with the EU’s common market rules.
Regional partners are invited to enhance regional economic integration through a regional common market, maintain constructive cooperation within CEFTA, and leaders express satisfaction that more partners will soon join the single euro payment area.
The EU also stated that it will continue to support its Western Balkans partners in mitigating the impact of Russia’s war against Ukraine on their economies, societies, and security. Furthermore, it will continue its support through the Pre-Accession Assistance Instrument, the Economic and Investment Plan, Energy Package Support, and the European Peace Facility Fund.
