The Minister for Communities and Return, Nenad Rashiq, has expressed his willingness to be involved in the drafting of the draft statute of the Association of municipalities with a Serbian majority in Kosovo.
Minister Rashiq has emphasized that whenever the government will start drafting a draft for the Association in cooperation with the local Serbs in Kosovo, he will give his contribution.
Rasić considered the establishment of the Association for the Serbian community in Kosovo important, while declaring that there should be no fear of a Bosniakization of Kosovo.
“I reluctantly accepted that obligation, but normal if the prime minister needs such a thing. I am always ready to contribute in this regard. I consider myself a professional and I had taken responsibility, however, we would have taken the obligations that would have come to us as part of the government without any problem”, he said.
According to him, the establishment of the Association is an international obligation of Kosovo and how it should be done.
“I consider that the Association, since it is an agreement or obligation that has been taken for years, should recall that international agreements have a higher power than local laws and normal obligations must be respected. I encourage not only the Prime Minister but also the technical level that regarding the formation of the Association, there will be no violation of the constitution or laws. It is that element that guarantees that such a thing cannot happen. It was the second point, make no mistake, of the 2015 agreement, where it is stated that this agreement must first be passed through the Constitution or the laws of Kosovo. Based on this, this provides a reliable foundation that such a thing as a violation or manipulation within the laws should not happen”, said Rashiq.
He has declared that the institutions in Kosovo should not be afraid of a Bosniakization of Kosovo after the establishment of the Association, since according to him, the Constitutional Court can clean it of unconstitutional elements.
However, he added that the Association draft presented by the European Union has some things that are unclear to him.
“Since we don’t have the next draft, even though I read the draft, but to tell the truth, I don’t have a lot of clear ideas. I know that for the draft I can say that it is a comprehensive form and no details have been entered. At the moment when the draft is presented, whether it is to be sent to the Constitutional Court or to be sent for verification to the Venice Commission, I would have had questions, because I am not clear. However, it is not a question of whether I will agree or not, as we have professionals who correctly verify whether it is in accordance with the Constitution and the laws of Kosovo. I myself will try to maybe incorporate some good ideas, but otherwise I am not at all afraid that a Bosnianization could happen, as it is said, because the institutions are still here and operating. At the end of the day, from that evaluation that would have happened, it would not have disrupted the order and the constitution”, Rashiq emphasized.
As for the so-called “all-Serb assembly”, where the leaders of Serbia and the Bosnian Serb entity, the Republika Srpska, call for the unity of Serbs in the entire region, Rasić has stated that they are empty statements and for internal use only.
According to him, the Serbian president, Aleksandër Vučić and the president of the Serbs in Bosnia, Milorad Dodik, have convened this assembly for personal interests and that the conclusions from this meeting have no weight in the European and regional aspect.
“Do not consider those statements please, because they are for internal use. You must understand that those two people (Vuqiq and Dodik) who were the leaders of the event, every word they say is for their own interests and for internal use. It has no weight in the European or regional aspect. They are just empty words”, Rashiq said. /KP
