Acting Minister of Infrastructure, Hysen Durmishi, has sharply criticized the LDK-led administration in Prishtina, accusing it of mismanagement, legal negligence, and attempting to blame the central government for its own failures regarding the urban transport crisis.
Durmishi argued that the municipality is “trying to shift responsibility to the Government for a failure that is entirely its own,” adding that the administration has consistently fallen short in sectors requiring planning, legality, and proper procedures.
“This is not governance. This is an abuse of the institution and of the citizens of the capital,” Durmishi wrote on Facebook.
According to him, under the Law on Road Transport, all municipalities—including Prishtina—were required to draft and approve new transport regulations in their municipal assemblies. More than 90% of municipalities fulfilled this obligation, but Prishtina did not.
As a result, urban and urban-peripheral transport in Prishtina is currently operating without a valid transport regulation, which Durmishi described as “a clear managerial failure.”
He added that the municipality also failed to draft the legally required Transport Plan, based on the Mobility Plan, and submit it to the Ministry for approval. Without this, the risk of overlap between urban and interurban lines increases.
Instead of proper planning, Durmishi accused the municipality of improvising new transport lines that lack professional analysis and appear to be motivated by electoral interests.
The criticism comes after both private transport operators and “Trafiku Urban” protested in front of the Municipality of Prishtina and the Government, suspending all urban lines due to unpaid services by the municipality.
The payment delays stem from the non-approval of Prishtina’s 2025 municipal budget, which has led to widespread disruptions across essential services.
