Election Monitoring: IKD says CEC rejected its accreditation

The Kosovo Law Institute (IKD) has announced that today it received a notification from the Office for Registration, Certification, and Financial Control of Political Entities regarding the rejection of its application to accredit observers for the parliamentary elections scheduled for 28 December 2025.

IKD further states that according to the Law on Administrative Procedure and the standards that the Central Election Commission (CEC) should apply in exercising its functions, every administrative decision must be justified, transparent, and must guarantee the right to legal remedies for appeal.

“In this specific case, the decision rejecting IKD’s application lacks a clear and detailed explanation, making it impossible to verify the legal basis of the decision, and it also fails to provide information regarding the legal advice on how to challenge the decision. This violates the principles of legality, transparency, and the right to legal protection, creating space for arbitrariness and politicization in decision-making.”

“Furthermore, the decision issued by this office undermines the right of civil society organizations to monitor the electoral process, which is an essential mechanism of transparency and accountability. Likewise, the interpretation that IKD ‘does not meet the criteria’ for accreditation is unfounded, arbitrary, and selective, diverging from the spirit and purpose of the Law on General Elections,” the Institute stated.
