Today marks the beginning of the registration period for voters outside Kosovo who will participate in the December 28 elections.
This was confirmed by the spokesperson of the Central Election Commission (CEC), Valmir Elezi.
According to Elezi, the registration period will last from today until December 6.
“During this 11-day period (November 26 – December 6, 2025), all citizens of Kosovo living abroad can apply to register as voters outside Kosovo. The application can be submitted through (1) the CEC’s electronic platform https://diaspora.kqz-ks.org or (2) via mail by sending the application to the CEC postal box in Kosovo,” he told RTK.
Furthermore, Elezi stated that at the time of registration, voters may individually choose their preferred method of voting:
“(1) to vote physically at one of the diplomatic missions of the Republic of Kosovo; (2) by sending the ballot by mail to the CEC postal box in Kosovo; or (3) by sending the ballot by mail to one of the postal boxes opened by the CEC outside Kosovo.”
Elezi also clarified that in cases where the maximum number of voters in a diplomatic mission is reached, applicants — based on the order of application — will be instructed to register using the other available voting-by-mail methods.
According to the deadlines set by the CEC, voting in diplomatic missions will take place on December 27, 2025, one day before Election Day in Kosovo. Meanwhile, voting by mail will begin on December 12 and will conclude on December 27, 2025.
