From Australia and Japan to the United States and Canada, Kosovo citizens registered for out-of-country voting in the upcoming early parliamentary elections will be able to cast their ballots on 27 December 2025.
Central Election Commission (CEC) spokesperson Valmir Elezi detailed for Ekonomia Online the decision outlining the number and location of diplomatic missions where voting will be organized.
According to Elezi, “On 27 December, voting for the elections of the Assembly of the Republic of Kosovo will be organized in 24 different countries. Based on the CEC decision, voting will take place in 23 embassies and 14 consulates. The total number of voters registered to vote physically in these missions is 19,256.”
He emphasized that the CEC’s decision is in full compliance with recent rulings of the Supreme Court and the Election Complaints and Appeals Panel (ECAP), which allow voting only inside Kosovo’s diplomatic missions, excluding any expansion into additional external spaces.
Elezi explained that the CEC’s original plan envisioned voting in 50 diplomatic missions across 36 countries, as well as 10 extra voting centers outside diplomatic premises. However, the 10 December decision adjusting the number to 37 missions reflects both the court rulings and updated voter registration data.
On 25 November, the CEC had initially approved voting centers in 50 diplomatic missions with a total of 66 polling stations worldwide. That list was subject to revision depending on registration numbers — and the latest court decisions have annulled the plan to open additional voting spaces outside embassies and consulates.
Under Kosovo’s Law on General Elections, physical voting abroad may only occur inside official diplomatic missions, reaffirming the legal basis behind this latest restructuring.
