EU Ambassador Orav to Kosovo Parties: “Please Constitute the Assembly and Form the Government”

The European Union Ambassador to Kosovo, Aivo Orav, has urged political parties to act quickly in constituting the Kosovo Assembly and forming a new government, following the latest ruling of the Constitutional Court.

On September 30, the Court ruled that the Assembly cannot be considered fully constituted without the election of a deputy speaker from the Serb community. This decision came after a complaint filed by Lista Serbe, the largest Serb political party in Kosovo, regarding the separate voting of deputy speaker candidates from non-majority communities.

Newly elected Speaker Dimal Basha had previously declared the ninth legislature constituted in late August, despite the fact that the Serb deputy speaker had not been elected.

Responding to questions from KosovaPress, Orav said the EU is currently analyzing the Constitutional Court’s ruling but stressed that the priority should be moving forward swiftly.

“Like the people of Kosovo, we have just recently received this information, and we are analyzing it. But of course, our hope is that the Assembly will be constituted as soon as possible, and that there will be a full government without delay,” Orav said.

The EU diplomat also sent a direct appeal to parliamentary parties:
Please, constitute the Assembly, and please, form the Government.”

The Constitutional Court clarified that the constitutive session of April 15, 2025, remains unfinished due to the lack of a Serb deputy speaker, meaning the Assembly is not constituted in accordance with Article 66(1) and Article 67(1,4) of Kosovo’s Constitution.

The Court ordered deputies to finalize the process within 12 days once the ruling officially enters into force.
