In its first reaction following the December 28 elections, the European Union (EU) emphasized the expectation that the new government be formed quickly and that cooperation with European institutions continues without delays.
The EU highlighted the importance of ratifying agreements stemming from the Growth Plan, enabling Kosovo to access the relevant European funds. The statement also mentioned the issue of lifting measures against Kosovo.
These messages were included in a joint statement by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, and Commissioner for Enlargement, Marta Kos.
“On Sunday, December 28, the people of Kosovo exercised their democratic right by casting their votes in the early parliamentary elections. Following the political deadlock after the February elections, we look forward to the swift formation of the Assembly and the new Government. The new government must intensify efforts on much-needed reforms related to the EU. The electoral process demonstrated a strong commitment to democratic principles,” the statement read.
The EU also called on the Parliament, once formed, to ratify the agreements related to the Growth Plan. “The Western Balkans Growth Plan is a time-limited instrument for 2024-2027, and it is in Kosovo’s interest to ratify it as soon as possible to fully leverage the opportunities provided, benefiting its population,” the statement added.
The statement also reminded Kosovo of its obligations under the dialogue process. “Normalization of relations between Kosovo and Serbia, facilitated by the EU, remains the only path for both to advance their European agendas. All obligations from the Agreement on the Path to Normalization, as well as previous dialogue agreements, should be implemented without delay or further preconditions. The EU stands ready to hold a high-level meeting as soon as conditions allow,” the EU declared.
