EU Envoy in Washington to Discuss New Sanctions on Russia

David O’Sullivan, the European Union’s envoy for sanctions, is in Washington with a team of experts to discuss additional measures against Russia with U.S. officials, the European Commission confirmed on Monday.

On Sunday, U.S. President Donald Trump indicated he is prepared to move to a second phase of restrictions on Moscow, hinting at a possible escalation of sanctions due to Russia’s war in Ukraine.

EU Coordination:

  • President of the EU Council, Antonio Costa, stated that the bloc is coordinating new sanctions with the U.S., hoping for improved cooperation after early-year setbacks when Trump held separate talks with Russian President Vladimir Putin regarding peace in Ukraine.
  • The U.S. did not initially join other G7 members, including the EU, UK, and Canada, in setting a cap on Russian oil prices at $47.60 per barrel before imposing sanctions.

New Sanctions Expected:

  • The EU is preparing its 19th package of sanctions against Russia, which may target more Chinese companies, Russian banks, and ships operating in Moscow’s “shadow fleet” that circumvent previous restrictions.
  • Measures could also include a ban on Russian oil transactions.

The Kremlin responded by stating that no sanctions will force Russia to change its course.
