EU expresses concern over political deadlock in Kosovo

The European Union has expressed regret that political parties in Kosovo have failed to overcome the prolonged political deadlock following the parliamentary elections of February 2025.

The EU emphasizes that Kosovo must have the capacity to act. In this context, officials in Brussels expect Kosovo to return to the proper path of much-needed reforms linked to EU integration, for the benefit of its population and to advance the normalization of relations with Serbia.

The EU has highlighted its willingness to work with Kosovo’s authorities and to continue supporting the country on its path toward EU membership.

At the same time, Brussels expressed regret that the conditions were not created for Kosovo to benefit from financial resources under the Growth Plan.

“It is also regrettable that political parties have not been able, so far, to agree on key issues, including the ratification of the Reform and Growth Plan,” emphasized a spokesperson for the European Commission, as reported by RTK.

The source confirmed that last week Kosovo and the European Commission signed a loan agreement, which still needs to enter into force.

The total amount foreseen for Kosovo under the Growth Plan is up to €882 million.

Kosovo remains eligible to receive up to €882 million in financing under the Growth Plan, but this is conditional upon the entry into force of agreements related to the Reform and Growth Instrument, as well as all other conditions for disbursement.

“Due to a delay in forming its institutions, agreements related to the Reform and Growth Instrument are not yet in force. Without ratification of the agreements, Kosovo cannot submit a request for disbursement under the Reform and Growth Instrument.

The Reform and Growth Instrument is a time-limited instrument approved for the 2024–2027 period, and it is in Kosovo’s interest to ratify it as soon as possible to fully utilize all opportunities under the Growth Plan, for the benefit of its population,” EU officials stated.
