Kosovo has been marked with a “(2)” in a European Union document outlining the agenda for the sixth European Political Community Summit, scheduled to take place on Friday, May 16, at Skanderbeg Square in Tirana.
Typically, EU documents referencing Kosovo include an asterisk (*) footnote that refers to UN Security Council Resolution 1244 and the International Court of Justice’s opinion on the Declaration of Independence. This was the case even at the previous summit held in Hungary.
However, this time, in the official agenda, Kosovo appears with a numerical designation instead of the usual asterisk. Despite this change, the clarification at the end of the document remains the same: “This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion.”

Interestingly, in a separate announcement regarding the same summit on its official website, the EU has reverted to using the asterisk (*) when presenting Kosovo among the participating states.
Co-hosted by European Council President António Costa and Albanian Prime Minister Edi Rama, the European Political Community Summit will bring together leaders from across Europe under the motto: “The New Europe in a New World: Unity – Cooperation – Joint Action.”
Kosovo will be represented at the summit by its President, Vjosa Osmani. The dual referencing of Kosovo in EU materials highlights the ongoing sensitivity surrounding its status within the international community.
